Where: County/Banner registration offices

For: Domestic entities

Rule: Register where your registered address is located

② Tiered Authority

Where: Municipal-level+ offices

For: Joint Stock Limited Companies

③ Authorized Registration

Where: Prefecture-level offices

For: Foreign-invested enterprises & branches

④ Delegated Registration

Where: Municipal offices (Inner Mongolia)

For: 

Foreign representative offices

State-owned enterprises under provincial oversight

Note: County satellite offices handle individual businesses
