The Ordos City Intermediate People's Court has launched the 6.0 version of its measures to optimize the legal business environment, focusing on leveraging judicial functions to create a stable, fair, transparent, and predictable legal environment in which businesses can invest and thrive.
The 6.0 version comprises five key areas with a total of 15 specific measures, covering the entire chain from dispute prevention and rights protection to corporate rescue, case execution, and judicial transparency. To ensure proactive governance, the court employs a multi-faceted dispute resolution model, complemented by layered mediation and case-diversion mechanisms, to enhance dispute resolution efficiency.
To safeguard corporate rights, the court has established an all-scenario cloud courtroom to facilitate the online handling of enterprise-related matters. It strengthens comprehensive judicial protections for intellectual property, severely punishes malicious infringements, and carefully handles criminal cases involving enterprises, distinguishing between economic disputes and criminal offenses to protect corporate property and entrepreneurs' legitimate rights.
To assist struggling enterprises, pre-restructuring and rapid restructuring mechanisms have been established, supported by the "Warm City Bankruptcy Intelligent Review System". This includes implementing tiered reductions in bankruptcy costs and credit restoration to help businesses revitalize assets, reorganize, or exit the market in an orderly manner.
The court takes a balanced approach to case enforcement, adopting flexible and measured enforcement practices in cases involving enterprises while cracking down on non-compliance and fraudulent litigation to maintain market integrity. A comprehensive supervision mechanism for enterprise-related cases has been established, with strict checks on illegal enforcement actions and regular legal education campaigns to listen to and address the concerns of enterprises.
Moving forward, courts across Ordos will focus on effective implementation to ensure these measures are effective, providing higher-level judicial services and stronger legal support for the high-quality development of Ordos' economy and society.
