Since 2020, Ordos has advanced its digital government services through Mengsuban, the mobile gateway to Inner Mongolia autonomous region's unified provincial online government service platform.
Over six years of steady optimization, the city has revamped its public service system, evolving from traditional online processing to mobile, certificate-free and automatic policy benefit delivery. As a fully mobile, one-stop public service hub, Mengsuban has delivered remarkable improvements to the local business environment for enterprises and residents alike.
Ordos has built a comprehensive mobile service ecosystem consisting of the Mengsuban mobile application and its mini-programs on WeChat and Alipay. The platform integrates 878 specialized services spanning public security, medical insurance, social security, housing provident funds and more. It has amassed more than 1.36 million registered users and 112 million total visits, with dedicated service zones tailored to the demands of businesses and the general public. The intelligent booking system cuts in-person waiting times by around 80 percent, while the AI-driven assistant provides 24/7 advisory support, procedural guidance and policy clarification.
Further equipped with senior-friendly functions and cloud-based service counters, the platform covers all 16,000 local government service items to meet the diverse needs of the public.
The city's multi-channel mobile service framework offers full-spectrum coverage for corporate and public services. Frequently used services, including business incorporation, qualification verification, project application and public utility payment, are all available online. Core services related to housing provident funds and medical insurance support real-time review and instant approval.
Ordos has also advanced the reform of integrated one-stop services for complex public affairs. Its optimized newborn registration service has been cited as a national best practice by the General Office of the State Council.
Drawing on this successful model, the city has rolled out 41 customized integrated service scenarios for construction projects, daily livelihood services and industrial support, completing over 107,000 service transactions. Many of these innovative solutions have been adopted and promoted across Inner Mongolia.
Six years of continuous digital innovation have driven major advances in the modernization of Ordos's public services. The city has eliminated cross-regional service restrictions, enabling 456 services accessible across the autonomous region, 547 high-frequency services with unified standards among Hohhot, Baotou, and Ordos, and 326 services available for nationwide processing.
Leveraging big data technology, Ordos has accumulated 3.56 million electronic license and certificate records. A total of 160 types of electronic credentials, including social security cards and real estate certificates, can be digitally validated and presented on demand, enabling certificate-free handling for over 21,200 service items and waiving paper documentation requirements for 311 administrative procedures.
In addition, 31 enterprise incentive policies are automatically granted to qualified businesses, shifting the service paradigm from passive application to proactive benefit allocation.
Currently, 84.54 percent of the city's government service inquiries and applications are completed online. Ordos's 5+2 extended service model allows residents to book weekend services through Mengsuban, effectively solving the longstanding problem of limited service access outside working hours. The deep integration of the 12345 public service hotline and the Mengsuban platform ensures all public requests receive full-process follow-up and closed-loop resolution.
Moving forward, Ordos will further strengthen its distinctive government service brand, "Mengsuban · Ordos Efficient Service". By implementing streamlined approval mechanisms and high-quality customized services, the city will continue to simplify administrative workflows, shorten processing cycles and upgrade digital service capabilities, driving continuous high-quality improvement of the regional business environment.
