The private and individual economy serves as a cornerstone for stabilizing employment, ensuring people's livelihoods, and driving economic growth.
Ordos city has rolled out four targeted measures to address the difficulties and concerns of business entities, empowering the high-quality development of the private sector.
The first involves streamlining approval procedures to cut institutional costs. Relying on government service platforms and professional assistance teams, the city efficiently handles high-frequency services including business registration, modification and cancellation.
The second measure aims to advance the upgrading of individual businesses to the status of enterprises. Through integrated reforms such as one-stop acceptance, and parallel examination and approval, the city enables the seamless transformation of individual business entities.
It has built a cultivation database for high-quality individual businesses, provides one-on-one transformation guidance, and is offering a one-time subsidy of 100,000 yuan ($14,770) for upgraded enterprises that meet all of the required criteria.
To date, 628 individual businesses in the city have completed this transformation, with 14 enterprises receiving total subsidies of 1.4 million yuan. Empowered by policy dividends, these enterprises have upgraded their equipment and expanded their business scope, achieving improved operational scale and efficiency.
The third step aims to cultivate high-quality and characteristic local business brands. The city is advancing the categorized and targeted cultivation of individual industrial and commercial households.
The focus here is on time-honored brands, intangible cultural heritage skills and regional characteristic business formats to build a reserve database for "famous, special, high-quality and innovative" individual businesses with differentiated support policies.
Meanwhile, online empowerment training and short-video platform promotion are provided free of charge for high-quality merchants to broaden their marketing channels. At present, there are 165 certified high-quality individual businesses and 220 other businesses included in the city's cultivation reserve list.
The fourth step is the launch of exclusive insurance services to mitigate operational risks. As the first exclusive insurance program for individual businesses led by market supervision authorities in the region, the "Warm Business Insurance" is financially supported by municipal and banner-level fiscal funds.
This enables automatic insurance participation without individual applications. A tripartite service mechanism covering market supervision, brokerage institutions and insurance companies has been established to provide standardized claim settlement, consultation and risk guidance services.
Up to now, the program has paid out a total of 41.70 million yuan in compensation to 8,342 merchants, effectively defusing the operational risks faced by micro and small businesses. By the end of May, the city had 327,600 market entities, including 200,500 individual industrial and commercial households. A total of 15,623 new individual businesses were added from January to May, with the activity rate of small firms of this scale reaching 67 percent.
Going forward, Ordos will continue to optimize its business environment, improve the full-chain service guarantee system, drive the quantitative growth and improvement of the private and individual economy, and inject strong and sustained momentum into the high-quality development of the regional economy.
