The Yellow River Jizi Bend-Central Plains Hydrogen Comprehensive Application Pilot City Cluster held a meeting in Ordos on Oct 26 to launch the implementation phase of its four-year pilot program.

The meeting implemented the deployment requirements of the Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission on hydrogen comprehensive application pilots. More than 200 participants attended, including officials from the industry and information technology departments of six provinces and regions, government and industry officials from 12 cities (districts), academicians and experts, enterprise representatives, and representatives from universities and research institutes.

Spanning six provinces and regions – Inner Mongolia and Ningxia autonomous regions, and Henan, Shanxi, Shaanxi, and Hubei provinces – as well as 12 cities and districts, the cluster adopts an innovative dual-lead model led by Ordos and Zhengzhou.

With a green hydrogen pipeline network and a "North Coal South Transport" hydrogen corridor as twin axes, it builds a spatial layout of "dual cores leading, twin axes connecting, and multiple poles coordinating".

Drawing on western China's wind and solar resources and established energy industry, Ordos will lead efforts to expand the industrial use of hydrogen. Working with Yulin, the Ningdong Energy and Chemical Industry Base, Baotou, Wuhai, Xilin Gol League, and Shuozhou, it will promote large-scale green hydrogen production and its use in chemical manufacturing, fuel production, industrial combustion and steelmaking.

Zhengzhou, leveraging its central transport hub and equipment manufacturing strengths, leads fuel cell vehicle promotion, hydrogen innovation applications, and core technology and equipment research, joining Pingdingshan, Puyang, Taiyuan, and Jingmen to build four hydrogen corridors.

Together, the cluster aims to create a national demonstration benchmark driven by both industrial applications and hydrogen fuel cell vehicle applications.

Under the work plan, during the four-year pilot period, the cluster will implement 28 industrial-scenario projects; promote 2,500 hydrogen fuel cell vehicles, 46,300 two-wheelers, 10 mining trucks, 530 forklifts, two rail locomotives, and 467 aircraft; deploy 101 combined heat and power projects and 11 new energy storage projects; and build 32 new hydrogen refueling stations.

By the end of the pilot, the terminal hydrogen price is to be kept within 25 yuan ($3.75) per kilogram. Meeting participants reviewed and approved a coordinated promotion mechanism and internal assessment and evaluation measures. They also designated three categories of landmark projects for the first year: industrial green hydrogen demonstration, hydrogen transport corridors, and equipment and technology research.

The session also explained the support direction and performance evaluation rules for central financial subsidies, released the cluster's work plan, and held the official launch ceremony.

The meeting marks the Yellow River Jizi Bend-Central Plains hydrogen industry's acceleration from industrial demonstration applications toward large-scale coordinated development. During the 15th Five-Year Plan (2026-30) period, the cluster will build a hydrogen industrial system linking upstream and downstream and connecting eastern and western regions, accelerate the green and low-carbon transition of the Yellow River Basin, and bring cross-regional hydrogen industry coordination to a new level.
