Ordos city is continuing to optimize its end-to-end services for foreign investment and provide clear guidance for establishing foreign-invested enterprises to facilitate foreign businesses' smooth entry into the local market.

Once a company initiates the establishment application, the first step is to verify whether the project complies with the foreign investment negative list regulations. If the project falls under the negative list, permits and business registration will not be processed.

If it is not on the list, the next step is to determine whether an industry-specific license is required. For projects requiring such a license, the relevant approval must be obtained from the designated department before proceeding. If no license is needed, the company can directly proceed to the business registration phase.

After completing any necessary preliminary approvals, applicants can submit their materials to the market supervision administration either through an offline service window or an online enterprise registration system. This step applies for business registration and obtains a business license, allowing the company to commence operations.

After receiving the business license, the enterprise must complete subsequent procedures: submit an information report to the commerce department, obtain an official seal from the public security department, apply for invoices at the tax department, and register for social security.

The company should also prepare application forms, a copy of the business license, and approval documents to complete foreign exchange registration. Finally, with the application form, business license, personal identification, and account-opening documents, the enterprise can open a bank account.
