Foreigners, who need to enter China urgently for humanitarian reasons, who are invited to enter China for urgent business affairs or urgent engineering repair or who enter China as required for other urgencies and hold certifications on the consent of the relevant competent departments to application for visa at ports of entry, may, at the ports of entry approved by the State Council to issue port visas, apply for a port visa to the port visa offices as authorized by the Ministry of Public Security.
When applying for consular authentication of notarial certificates for civil purposes, the original notarial certificate, one valid copy of personal passport (or the original note issued to a foreign citizen by the embassy of his/her country in China), and other papers required by the concerned embassy in China must be submitted.
To apply for extension of a stay, a foreigner shall apply to the exit and entry departments of public security organs 7 days prior to the expiration date of the stay specified in the visa, and submit relevant supporting materials as required...
In line with international practice and experience of consular authentication in China, documents issued by Chinese agencies to be used in a foreign country, in general, shall first be authenticated by the Department of Consular Affairs under Chinese Ministry of Foreign Affairs (hereinafter referred to as the "Department of Consular Affairs"), and then be authenticated by the embassy or consulate in China of the country in which the document is to be used.
These Regulations are formulated in accordance with the Exit and Entry Administration Law of the People's Republic of China (hereinafter referred to as the Exit and Entry Administration Law), for the purpose of regulating the issuance of visas and provision of services to, and administration of affairs of, foreigners who stay or reside within the territory of China.
In order to regulate exit/entry administration, safeguard the sovereignty, security and social order of the People's Republic of China, and promote foreign exchanges and opening to the outside world, this Law is hereby formulated.
