In 2026, focusing on the city’s Year of Improving the Talent Development Environment, Jungar Banner has innovatively established a "1+1+N" talent policy matrix to create a highland for talent attraction and development through systematic institutional support.
The banner takes planning as the top priority and takes the lead in Ordos in formulating the 15th Five-Year Plan for Talent Development. It closely aligns with the autonomous region’s "1571" strategy, the municipal "Three-Four" work tasks, and the banner’s "518" industrial development goals, scientifically analyzing talent demands to ensure talent work keeps pace with overall development.
Adhering to long-term development thinking, Jungar Banner has upgraded its talent policies three times in five years. In 2025, it launched the New Talent Policy 3.0, which includes 30 measures in 7 key areas to strengthen core competitiveness. At present, the total number of talents in the banner has reached 51,000. Its R&D investment has ranked first in Ordos for two consecutive years, and several key technologies have reached international advanced levels.
The supporting implementation rules have been expanded from 8 to more than 50 items, covering housing, education, medical care, professional title evaluation and other fields. A complete talent classification system with 10 levels (A-J) and 152 standards has been built.
