The Ordos Municipal Tax Bureau has leveraged the transformation and upgrading of its tax service halls as a strategic opportunity to systematically optimize functional layouts, thereby significantly reducing taxpayers’ and payers’ time costs in handling tax-related matters and realizing the operational objective of “immediate processing and one-time completion.”  

In Otog Front Banner, the local tax bureau has synergistic ally integrated the strengths of face-to-face service with digital tools to establish a dedicated service zone for individual business owners. Within the guidance area, a “Tax Handling Mini-Classroom” has been introduced to address persistent challenges faced by this group—including low digital literacy, difficulties in tax calculation, and uncertainty in filing procedures—through intuitive, visual operation guides (“one picture, one explanation”) and practical case-based instruction. These resources enable step-by-step guidance for high-frequency tasks such as electronic tax declaration. Furthermore, the service hall’s functional layout has been reconfigured to include a “Consultation–Handling Coordination Window,” ensuring a seamless, closed-loop service process spanning consultation, transaction execution, and post-service feedback. Complemented by remote assistance terminals deployed in the self-service tax handling area, this initiative empowers individual business owners to complete all required tax affairs upon entering a single service venue.  

To resolve the longstanding issue of multiple visits for social security contribution payments, the Dongsheng District Tax Bureau has intensified interdepartmental coordination with social security and medical insurance authorities. Joint outreach campaigns have been conducted across streets, communities, and residential neighborhoods to promote mobile payment solutions among urban and rural residents and flexible employment personnel. Within the tax service hall, a “One-Stop Integrated Social Security Service Zone” has been established; a dedicated WeChat group—“Efficient Joint Handling of Social Security and Tax Payments”—has been launched to facilitate real-time communication and support; and infrastructure has been expanded to include 12 self-service tax and payment kiosks and 71 cloud-based POS card readers for social security contributions, distributed across all 12 sub-districts and 3 towns in Dongsheng District. As a result, contributors now enjoy “zero-visit” or “at-most-one-visit” service accessibility.
