"Efficient Handling of One Thing" in Ordos Drives Major Leap in Administrative Performance

In recent years, Ordos has adopted the "One Thing, Efficiently Handled" initiative as a core driver to deepen reforms in streamlining administration, delegating power, improving regulation, and upgrading services, as well as to optimize the business environment. By strengthening institutional support, expanding service channels, enhancing data utilization, and innovating service models, the city has significantly improved the efficiency of government services and increased satisfaction among citizens and businesses, injecting strong momentum into high-quality development.

In terms of institutional development, Ordos has established a regular advancement mechanism. Focusing on key tasks outlined by national and regional authorities, the city has formulated "three lists" covering tasks, measures, and responsibilities. Through coordinated scheduling and performance monitoring, these measures are effectively implemented. Since 2024, all 55 key tasks at the national and regional levels have been fully carried out, achieving a streamlined process of "one application form, one set of materials." This has substantially reduced approval steps, processing time, in-person visits, and required documents, with a cumulative total of 1.97 million cases handled. Additionally, the city has introduced 41 locally tailored "one thing" initiatives to meet the specific needs of businesses and residents.

Service channels have become more diversified and convenient. Online, a dedicated section has been set up on the regional integrated platform, while offline services have fully adopted a "one-stop window" model with specialized service zones. Integrated approaches such as "smart guidance + pre-review services + assisted handling" allow citizens to choose their preferred way of handling affairs. The 12345 hotline, integrated with over a thousand knowledge base entries, provides precise guidance to ensure prompt handling of inquiries.

Robust data support has significantly enhanced the intelligence of services. Leveraging the government data-sharing system, five foundational databases and 19 thematic databases have been established, empowering 246 application scenarios. The widespread adoption of electronic certificates has enabled "document-free" processing for 21,200 service items. With features like smart pre-filling and pre-review, application materials are automatically verified. For example, the "one thing" initiative for school enrollment has reduced required documents by over 70% and improved verification efficiency by more than 90%.

Continuous innovation in service models has lowered the cost of accessing services. This includes integrated handling of enterprise-related "categories of affairs," implementation of "benefits without application" policies, and provision of services like conditional acceptance through "credit + approval" mechanisms. Proactive services for special groups, expanded "cross-region handling," and new formats such as "government services + live streaming" have effectively reduced institutional transaction costs and the burden on citizens.

Looking ahead, Ordos will continue to focus on the needs of businesses and citizens, further advance reforms in government services, and promote coordinated development in online experiences, offline service quality, and intelligent infrastructure. The city is committed to creating a more convenient, efficient, and welcoming business environment.
