Under the theme "Connecting the Future Intelligently · Cities Embark on a New Journey," this year's event focused on digital transformation and the cultivation of new quality productive forces, exploring pathways for urban high-quality development.

In recent years, Ordos has dedicated efforts to building its "Warm City, Five Assurances" business environment brand, committed to providing the most considerate policies, most efficient procedures, most secure investments, most attentive services, and most comfortable living experience. The city's business climate has consistently improved, ranking first in Inner Mongolia's comprehensive business environment assessment for five consecutive years. Ordos has also been recognized as a "China Investment Hotspot City," "City with the Strongest Sense of Entrepreneurial Happiness," and one of the "Top Ten Cities for Business Environment Quality."

The initiative "Empowering Development through the 'Warm City, Five Assurances' Business Environment" was included in the State Council's list of exemplary practices from nationwide inspections. In the 2025 "Evaluation of Business Environment by Ten Thousand Private Enterprises" conducted by the All-China Federation of Industry and Commerce, Ordos ranked 5th in reputation among Chinese prefecture-level cities with GDP exceeding 500 billion yuan in 2023. The city has consistently been listed among China's "Top 100 High-Efficiency Local Governments," climbing to 31st nationally and 1st in northern China in 2025.
