The first batch of "TIR + Bonded" new model launched in Ordos Comprehensive Bonded Zone

On Jan 30, a freight vehicle bearing the TIR international transport identification departed from the Ordos Comprehensive Bonded Zone and headed directly to Moscow via the Manzhouli Port. This marks the successful launch of the first batch of "TIR + Bonded" cross-border trade transport services between the Ordos Comprehensive Bonded Zone and Russia, injecting new momentum into Ordos City’s efforts to build a vital northern opening bridgehead.

The innovative implementation of the "TIR + Bonded" model fully leverages the policy advantages of the comprehensive bonded zone, including "bonded, duty-free, and tax-refund" treatments. After completing integrated operations such as consolidation, grouping, declaration, and inspection within the comprehensive bonded zone, the transport vehicles, certified under the TIR International Road Transport Convention, can pass through various countries without repeated unpacking inspections, achieving a closed-loop cross-border transport process characterized by "one-time declaration, one-vehicle direct delivery, and one-container throughout." This not only addresses the pain points of cumbersome procedures and insufficient efficiency in traditional cross-border transport but also enables "one-stop" handling of goods leaving the zone, transportation, and export through the "integrated entry and exit declaration mechanism at the front line," creating an efficient and flexible logistics solution for import and export enterprises.  

To ensure the smooth launch of the first batch of services, the Ordos Customs and the Ordos Comprehensive Bonded Zone Management Committee established a TIR business task force. They streamlined business processes in advance, addressed key regulatory bottlenecks, and proactively coordinated with port customs to ensure the smooth clearance of TIR vehicles. The carrier enterprise for this batch, Ordos Import and Export Trade Co, leveraging the policy advantages of the comprehensive bonded zone and the benefits of TIR transport, reduced waiting and operational procedures for goods at the port, further shortening delivery times.  

This first shipment represents an important initiative by the Ordos Comprehensive Bonded Zone to continuously explore new international logistics pathways for the northwestern inland region and diversify and enhance foreign trade. Previously, the Ordos Comprehensive Bonded Zone had already successfully launched direct China-Europe freight trains to Moscow. The addition of the "TIR + Bonded" model further improves the regional multimodal transport system, forming a cross-border logistics pattern with "rail + road" dual-track operations.  

Moving forward, the Ordos Comprehensive Bonded Zone will continue to deepen collaborative cooperation with customs and other relevant departments, optimize internal and external connectivity channels, focus on improving service quality, attract more international trade businesses to settle in Ordos City, and comprehensively support the high-quality development of Ordos City's outward-oriented economy.
