From building a solid foundation with the "One-Network Service" platform to enabling on-the-go access via mobile apps, and further advancing with features like "Certificate-Free Processing" and "Benefits Without Application," a series of practical measures have been implemented to let data flow instead of people, making government services warmer and more efficient. These efforts have tangibly enhanced the sense of benefit and satisfaction among businesses and residents.
By optimizing the functions of the city’s integrated government service platform—through standardized categorization of service items and streamlined procedures—user-friendliness and experience have been significantly improved, driving higher quality and efficiency in "One-Network Service." Currently, 67,700 government service items in the city are available on the integrated platform, with nearly 95% of them accessible for online inquiry and processing. Over 81% of items can be fully handled online, making "less travel, more online handling" a daily reality for businesses and the public.
Focusing on the needs of enterprises and residents, Ordos has expanded mobile service channels by building a mobile government service matrix that includes the "Mengsu Ban" app, WeChat mini-programs, and Alipay mini-programs. This integrates 847 specialized applications from sectors such as public security, healthcare, social security, and housing provident fund, with registered users exceeding 1.36 million and total visits reaching 106 million. The "Mengsu Ban" mobile app has become a "government service hall at your fingertips" for businesses and individuals.
The city has also deepened the application of electronic certificates by continuously expanding their cross-regional and inter-departmental recognition. With 3.56 million electronic certificate entries aggregated, 21,200 government service items now support "Certificate-Free Processing," and electronic certificates have been invoked over 570,000 times. Additionally, 160 types of electronic certificates—including social security cards and real estate certificates—can be "used instantly upon presentation" via "Mengsu Ban," significantly reducing the need for paper-based documents.
Furthermore, Ordos has gathered 274 corporate and public benefit policies in areas such as technological innovation and financial support. Through categorized organization, tagged management, and intelligent matching, policies can be delivered precisely to those eligible. Detailed breakdowns have been completed for 64 policies, including subsidies for major research platforms, technology transaction support, and talent recruitment funding, providing clear guidance to help businesses and residents apply voluntarily. Among these, 27 high-frequency policies in key areas such as tax reductions, financial interest subsidies, and employment stabilization now offer "Benefits Without Application."
