The Ordos Municipal Government has issued the "Ordos Automotive Industry High-Quality Development Work Plan (2025–2028)", outlining a push toward high-end, intelligent, and green development in the automotive sector and setting a course for the industry's next stage of growth.

The plan sets ambitious goals for 2028, aiming to attract over five key enterprises in new energy and intelligent connected vehicles, and more than 50 key component enterprises. It plans to cultivate at least one enterprise with revenues exceeding 10 billion yuan ($1.43 billion) and to create a trillion-yuan industrial cluster in synergy with wind, solar, hydrogen, and storage sectors.

The plan also aims to increase the production share of new energy vehicles (NEVs) to more than 50 percent, establish two new city-level or higher innovation platforms, and increase the share of R&D investment in the automotive manufacturing sector to more than 1 percent. In key public sectors, 80 percent of new or updated vehicles will be NEVs.

The industrial layout will consist of six major segments, including passenger vehicles, commercial vehicles, and intelligent connected vehicles. Passenger vehicles will focus on the new energy sector and high-end layout; commercial vehicles will explore diverse technological paths and upgrade autonomous driving production lines; and intelligent connected vehicles will target multi-scenario applications and full industry chain development.

Three key tasks are highlighted: driving industrial upgrades by targeted investment attraction and innovation empowerment; accelerating application through increasing NEVs in public sectors and developing demonstration projects; and optimizing the industrial ecosystem by enhancing spatial layout and policy support.

Additionally, the plan emphasizes the establishment of mechanisms such as an industry chain leader system and an expert advisory committee to ensure detailed task division and collaborative development efforts.
