The Ordos municipal people's government held a press conference on Sept 25 to introduce several of Ordos' policies on deepening the implementation of the technological breakthrough program and accelerating the cultivation of new quality productive forces.
This press conference aimed to ensure the effective promotion and interpretation of the "30 New Policies for Science and Technology" 2.0 and to respond to public concerns in a timely manner while enhancing awareness of the policies.

The "30 New Policies for Science and Technology" 2.0 consists of eight sections and 30 policy measures in total. The eight sections are as follows:
1) Build major technology innovation platforms by supporting the establishment of strategic technological forces and the construction of major scientific research platforms.
2) Build major technological innovation carriers by supporting the construction of national innovation demonstration zones, science and technology parks, innovation and entrepreneurship incubators, talent and innovation enclaves, and scientific cooperation bases.
3) Accelerate scientific research breakthroughs and technological achievement commercialization by supporting major technological breakthrough programs, significant scientific research projects, participation in national and regional science and technology projects, the transfer and commercialization of scientific achievements, the transformation of scientific achievements into technical standards, and the construction of scientific achievement commercialization platforms.
4) Enhance the innovation capacity of enterprises by supporting the phaseout of "Three No" enterprises, namely no research and development (R&D) investment, R&D institutions or innovation patents, and "double growth", increase R&D investment, establish R&D institutions, promote cooperation between industry, university and research institutions, and encourage the application of innovative products.
5) Strengthen technological innovation in universities and research institutes by supporting research funding, sharing instruments and equipment, delegating power and transformation of scientific achievements, and developing new research institutions.
6) Support innovation and entrepreneurship among technological talents by supporting the introduction of high-level talents and the cultivation of local tech innovators.
7) Build a first-class innovation ecosystem by supporting innovation in districts and banners, strengthening technology service guarantees, enhancing tech financial support, and establishing an error-tolerant mechanism for innovation.
8) Make other considerations, including strengthening the implementation of policies, the smooth transition from old to new policies, and the timely addition of policies in line with the development of the situation.
Next, Ordos will prioritize the enhancement of policy implementation and execution, while also focusing on policy interpretation and outreach. The city will formulate the supplementary implementation rules for the "30 New Policies for Science and Technology" 2.0, strengthen interdepartmental coordination, and monitor and evaluate policy enforcement to ensure that innovative policies are thoroughly implemented and yield tangible results.
This approach aims to accelerate the establishment of a nationally recognized top-tier innovative ecosystem while fostering a new model for the application and development of new quality productive forces.
