The total number of talents is growing rapidly with an increasingly optimized talent structure. By 2030, Ordos aims to add over 100,000 professionals in fields with talent shortages and young talents, bringing its total talent pool to 800,000 people. This will propel the city into the top 30 cities nationwide in terms of urban talent attractiveness.

Openness and inclusivity, embracing innovation – Becoming a city known for fostering talents and innovation

Ordos hopes to enhance the capabilities of various talent platforms to gather innovative elements. By 2030, the city aims to establish 200 research platforms at the regional-level or higher, striving to be home to one or two major pieces of national science and technology infrastructure or large-scale scientific facilities, thus achieving the status of a high-level national innovation city.

Ordos will build a more comprehensive support system for innovation and entrepreneurship, thus unleashing the vitality of talent in innovation and entrepreneurship. By 2030, the city aims to have more than 1,000 national high-tech enterprises and 2,000 registered technology-based small and medium-sized enterprises, and to have the added value of its high-tech industries account for over 30 percent of industrial enterprises above a designated size.

Ordos will strive to build a comprehensive "fair, just, and open" environment for talent development, attracting more "urban partners" for the future. By 2030, the fully integrated talent and innovation system across government, industry, academia, research, application, finance, services, competition, awards, and evaluation will be further strengthened.

Continuously enhancing the effectiveness of talent policies, Ordos is improving its governance system for talents, strengthening talent management mechanisms, and promoting the high-quality development in talent initiatives. By 2030, it hopes that the supply of talent policies, resources and services will be more precise and efficient, leading to significant achievements in the development of the talent-friendly city.
