Ordos: A strong magnet for NEV development

The 2024 Warm City Cup China New Energy Vehicle (NEV) Ordos Challenge Round and NEV Go to the Countryside Campaign kicked off in Ordos, North China's Inner Mongolia autonomous region, on July 20, marking the second time that Ordos has hosted this national level NEV sporting event.

This is a testament not only to the city's healthy ecological environment, well-developed infrastructure and abundant hosting experience, but also to its strong development prospects and solid industrial foundation for NEVs.

A monumental advantage in new energy production. So far, new energy power stations with a total installed capacity of 10.4 million kilowatts have been connected to the grid in Ordos, while the total capacity of projects which are currently under construction or have been proposed surpasses 60 million kW, making Ordos top among China's all prefecture-level cities in this field.

Also of note, the "Photovoltaic Great Wall" is under construction in Ordos' Kubuqi Desert, which is expected to supply green power on a larger scale. This will enourage more green-power-consuming enterprises to start businesses in Ordos and neighboring cities, as well as boost large-scale development of the entire new energy industrial chain, which includes photovoltaic equipment manufacturing, new energy restoration and operation and maintenance services.

A solid industrial foundation for NEVs. By persisting in the integrated development of whole vehicle manufacturing, components, and after-sale services, Ordos has introduced seven leading enterprises such as Chery, Xiamen King-long and Dongfeng Liuzhou Motor. In addition, the city has attracted over 150 supporting enterprises covering every link of the entire automobile industrial chain, including power batteries, motor and electronic control, sales and maintenance, as well as recycling.

Diversified scenarios for application of NEVs. With over 300 coal mines and eight industrial parks, Ordos boasts an annual coal production and sales of 850 million metric tons and a modern coal chemical production capacity of 20 million tons. This has resulted in a huge demand for heavy trucks and engineering trucks, of which Ordos now has about 330,000, purchasing over 6,000 new ones each year. Being listed as one of China's first pilot cities in the application of fuel cell vehicles and among the nation's first batch of pioneer zones for complete electrification public vehicles, Ordos has put significant effort into developing this field.

In its downtown areas, Ordos has constructed a number of new charging stations as well as 10 hydrogen refueling stations on a trial basis. Now, 82 percent of the city's buses are electrified, and the number of NEVs has reached 52,000. In addition, Ordos added over 2,000 new energy heavy trucks, which accounts for two thirds of inner Mongolia's total.

Rapid development of intelligent connection of vehicles. Ordos has been listed as a national pilot city of intelligent connected vehicles and a pioneer zone for the application of smart transportation. Focusing on diversified application scenarios such as mainline logistics, smart mining, urban passenger transportation, and low-speed unmanned vehicles, the city is laying out a "1+N" intelligent connected vehicle industry with Kangbashi Pioneer Zone as the core area, in line with the requirements of "unified structure and standards, interconnected services, safety and security".

With an accumulated testing mileage exceeding 6 million kilometers, Ordos' intelligent connected vehicle system has served nearly 400,000 people. The city has established a freight logistics system featuring self-driving heavy trucks and mining trucks, provided a city-level comprehensive application scenario for self-driving vehicles, and forged a closed business loop of self-driving vehicles, making itself China's first city to achieve the integrated application of an intelligent connected vehicle system.

Strong momentum in technological innovation. A number of competitive technological innovation platforms have been built in cooperation with top universities such as Tsinghua University and Peking University. In an attempt to build a service chain for its NEV industrial chain, Ordos has successively upgraded Chery Automotive Component Industrial Park and Ordos Tongchuan Automobile Expo Park.

In addition, it has established Inner Mongolia's first NEV lab center, where power batteries and other components of NEVs can be tested, and is building the largest NEV center in Northwest China, which is also the country's first NEV complex and has attracted 22 brands including BYD, Huawei, Li Auto, and Xiaopeng.

Accurate and effective supporting policies. Ordos is the first city in Inner Mongolia to differentiate charges for NEVs and offer full subsidies for tolls incurred by hydrogen powered vehicles. Specified rewards and subsidies are provided to fuel cell users and a comprehensive plan for constructing charging facilities has been issued.

Various NEV sales promotion policies have also been introduced, and this year alone has seen 50 million yuan ($6,88 million) of subsidies distributed, leading to the sale of over 9,500 NEVs. A 2-billion-yuan fund targeting supporting industries, including intelligent connection, as well as relevant research and innovation has been set up to create a healthy development environment for the NEV industry.

Ordos will make the most of the current opportunities and strong development momentum, remain committed to its new energy ambitions, strengthen cooperation, and speed up the creation of new advantages so as to forge a high quality NEV industry with a complete chain.
