Ordos in the Inner Mongolia autonomous region has a total of 485,000 talents, of whom 52,000 are high-level ones, 139,000 engage in business management, 187,000 are in professional and technical roles, 55,000 are in high-skilled positions, 82,000 have a good command of practical skills frequently used in agricultural and pastoral areas, 10,000 undertake social work, and 12,000 devote themselves to Party and government affairs. This number represents an increase of 28,000 people, or a 6 percent growth, compared with that of 2021.
The city has 48 experts entitled to the State Council's special allowances, five young and middle-aged experts with outstanding contributions at the national level, and 11 national technical masters. A total of 131 individuals were awarded the title of Grassland Talents of the autonomous region, and 71 industrial innovative and entrepreneurial talent teams were formed.
Ordos selected five batches of city-level talent innovative and entrepreneurial bases, as well as 10 batches of city-level industrial innovative and entrepreneurial talent teams and high-level talents, among which 26 bases and 126 teams obtained funds. Awards were given to 28 city-level Tianjiao Talents, 262 Grassland Talents, 222 Ordos Talents, and 135 young outstanding talents.
The city has built 32 high-end carrier platforms, including one national-level high-tech zone, seven academician expert workstations, 11 postdoctoral workstations, eight national-level skill master studios, one national engineering and technology research center, and five national enterprise technology centers. In addition, more than 400 carrier platforms, including five key laboratories in the autonomous region, 16 engineering and technology research centers, seven new research institutions, 228 high-tech enterprises, 18 enterprise technology centers, and 137 enterprise research and development centers have been established.
In 2022, a talent science and technology innovation promotion team was formed, led by the secretary of the CPC Ordos municipal committee and the Ordos mayor as co-leaders, with relevant officials of the city as deputy team leaders, and 17 department heads as team members.
Ordos has launched a three-year action plan for talent and sci-tech innovation-driven growth, and constructed the "One Center, Two Parks, Eight Bases" sci-tech innovation platform system, along with high-level innovation platforms under the "Three Institutes, Four Labs" framework.
A streamlined recruitment process within departments of the city, known as the green channel initiative, has been adopted, and recruitment activities aimed at introducing outstanding young talents into universities and industrial parks have been held.
Throughout the year, Ordos has recruited 1,367 full-time senior title holders, graduates with master's and doctoral degrees, and undergraduates from prestigious universities. It hosted the 10th Inner Mongolia Grassland Talents high-level talent exchange conference and the Ordos meeting of the Hohhot-Baotou-Ordos-Ulanqab Talent Innovative and Entrepreneurial Week, during which 38 cooperation agreements were signed, totaling an impressive contract amount of 2.5 billion yuan ($352.16 million).
The city has hosted a total of 64 recruitment events, serving 3,250 employers and attracting more than 18,000 job seekers, and over 5,700 individuals have expressed their intention to collaborate through these events.
Furthermore, Ordos established 17 college student entrepreneurial parks and incubation bases which received supportive funds of 41.15 million yuan. Covering an area of 155,870 square meters, these parks accommodate 1,193 enterprises and individual businesses.
The city has incubated 372 companies which employ 13,867 individuals, contributing significantly to job creation. A total of 498 college student entrepreneurial teams received funds amounting to 9.21 million yuan.
To prioritize the well-being of professionals, Ordos has implemented a health examination and rehabilitation system. Experts have been arranged to take health retreats in various locations, including Sanya in Hainan province, Guilin in the Guangxi Zhuang autonomous region, and Dalian in Liaoning province, benefiting 335 individuals. Additionally, 1,645 health check-ups have been conducted for participating experts.
