Ordos city's Party committee and government held a news conference in Beijing on Nov 23, 2023, to release the newly formulated Several Measures for Implementing More Active, Open and Effective Talent Policies to Build a First-class Talent Highland, which is also referred to as Talent Policies 2.0.
The conference provided a detailed introduction to Ordos, as well as the background and significant implications of the new policies, interpreting their basic framework, key points, features and advantages. The presentation also expounded on the preferential treatment for children's education, stimulation of sci-tech innovation, incentives for talent development, and a housing system for high-level talents.
During the conference, 16 outstanding local college students receiving the Ordos Future Star scholarship were presented with appointment letters of Campus Talent Attraction Ambassadors.
Talent Policies 2.0 concentrate on talent attraction, cultivation, utilization and retention, adhering to a strategic mindset, institutional and mechanistic innovation and full coverage. They shore up the weak links in talent services and function as an innovative policy system.
▪ High remuneration standards
Top talents are entitled to a maximum of 100 million yuan of research funds, an annual team assistance of up to 10 million yuan, an annual salary of up to 3 million yuan and settlement subsidies of no less than 3 million yuan. Outstanding talents and higher-level professionals may receive settlement subsidies of up to 3 million yuan, research funding of up to 50 million yuan and a maximum annual salary of 2 million yuan.

The Talent Outstanding Contribution Award provides a one-time reward of up to 300,000 yuan to individuals with prominent contributions.
Individuals with the potential to be selected for national major talent projects are offered tailored training plans and stable support for up to 10 years.
The implementation of the talent attraction initiative aims to bring in more than 100,000 outstanding young individuals within three years.
▪ Flexible systems and mechanisms
For major projects implemented by top talents, flexible approaches and additional support are available.
Ordos encourages the exchange of young scientists, senior management personnel and technical backbones between universities and enterprises.
The city offers a maximum funding of 10 million yuan, and encourages all kinds of innovation platforms, key enterprises, universities and institutions to establish innovation consortia or alliances to address challenging technical issues.
It adopts a "government recruitment for enterprises" mechanism for R&D talents, and establishes special positions for high-end, sophisticated, first-class and scarce talents in such key sectors as education, healthcare, agriculture, animal husbandry, finance and production safety.

Ordos has designated the second week of August each year as its talent week. Housing policies such as rent-free apartments for up to three years, maximum rental subsidies of up to 72,000 yuan and a housing provident fund loan exceeding the limit by a factor of two are offered.
Subsidies, budgeted posts and school places have been set up to address concerns such as parental support, spouse employment and children's education.

Comprehensive talent service windows and digital talent intelligent service platforms have been built to improve the quality and efficiency of talent services.
The city has clarified the obligations of responsible parties, implemented each policy to specific units, and strengthened supervision and evaluation, ensuring that talent policies are direct, fast and efficient.
Talent Policies 2.0 came into effect on Nov 17, 2023. Alongside the policies, the Ordos Catalog of High-level Innovative Talents, covering six major categories of talents, was also released.
To ensure that the new talent policies benefit professionals as soon as possible, the talent work leading group office of Ordos city's Party committee, in coordination with eight government departments of the city, including the Science and Technology Bureau, Education and Sports Bureau, Human Resources and Social Security Bureau and Housing and Urban-Rural Development Bureau, has formulated 28 supporting rules which will be gradually issued and implemented in the near future.
