Policy interpretation: Calculation basis for annual taxable sales revenue for general VAT payer registration

Many corporate finance personnel misunderstand the calculation basis for annual taxable sales revenue when registering as a general VAT payer, mistakenly believing that "annual" refers to the calendar year (January to December). To address this frequent query, we provide the following interpretation based on current tax policies.

1. Definition of "annual taxable sales revenue"

The "annual" in the term "annual taxable sales revenue" in the policy does not refer to the calendar year from Jan 1 to Dec 31. Instead, the term refers to the cumulative taxable sales revenue within a continuous operating period not exceeding 12 months or four quarters.

Note: Even if some months within the operating period have no sales revenue, those months are still included in the continuous 12-month or four-quarter calculation cycle.

2. Special circumstances excluded from sales revenue calculation

Sales revenue from the occasional sale of intangible assets or real estate transfers is not included in the annual taxable sales revenue.

3. Rules for adjusting and supplementing sales revenue

The sales revenue resulting from adjustments such as corrections or supplements should be recorded in the sales revenue of the tax period corresponding to the time the tax obligation occurred. If calculations show that the revenue exceeds the threshold for small-scale taxpayers, the entity must retrospectively register as a general VAT payer according to regulations.
